Page Attachments to Disk causing fault case attachment

 We have enabled MTOM for one of our service which has an operation which does not expect an attachment in the request message. However, OSB complains that it cannot find MIME boundary

  If we disable "Page Attachments to Disk" in the "Message Handling" part of "Pipeline definition" then the issue is not seen
