Symptoms
On : Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3)
EBS- OAM/OKTA integration:
OAM as SP and OKTA as IDP.
SP-initiated flow from OAM fails with errors iin OKTA as "Unable to unzip byte array according to DEFLATE. Trying to unzip according to ZLIB."

The issue can be reproduced at will with the following steps:
1. Integrate EBS/OAM with OKTA for federation.
2. Initiate SP initiated SSO.
