WFR Skips Import of File Having Multi-Byte Characters in Filename or Directory Name (Doc ID 2405801.1)

Goal

When a document file in the Import Directory contains multi-byte characters in either the filename or the directory path, the WebCenter Forms Recognition (WFR) Import Runtime Server (RTS) instance does not import the file.  For example, if the filename is listed as below, it does not import.  An example of one of these document filenames is below:

D17050068-澳2.tif

After removal of 澳 from the filename, the RTS instance imports the document.
