DVM Lookup Not Successful In One Of The SOA Cluster Nodes (Doc ID 2406338.1)

Symptoms

On a two node cluster, DVM lookup is not successful in one of the SOA cluster nodes 

Updating the DVM with one more value, the new DVM value is added in the SOA composite and redeployed, afterwards, some of the orders were able to perform a DVM lookup and get a successful result, for other the orders with the same DVM lookup value, there are no results found.

For example, one is successful and processed through SOA1 cluster. the remaining two orders have failed and they got processed through SOA2 instance.
