Validator Not Working When HTTP Listen Port For Managed Servers In Cluster Is Disabled And Only The SSL Port is Enabled (Doc ID 2407683.1)

Symptoms

The wsm-pm application, which is what controls OWSM, is deployed to a cluster.

For the servers in the cluster, the following is observed:

(a) when the non-SSL ports are enabled, the test for OWSM functionality, which is the use of the validator URL (http://servername:port/wsm-pm/validator) works correctly.
(b) when the non-SSL port is disabled, leaving only the SSL port enabled, the validator URL fails is not working and shows a message of "Not operational".
