Tuxedo 12.2.2.0 Installation Error with "OiilNativeException: Setting permissions failed for some or all of the files" (Doc ID 2407904.1)

Symptoms

Getting "Severe error" during Oracle Tuxedo 12.2.2 installation on PeopleTools environment. Kick off "setup.bat" in the Tuxedo install folder and fill in options per PeopleTools MS SQL Server instructions in Tuxedo install section and the new installed failed with "SEVERE error", getting the below "OiilNativeException" error because of file permissions issue.

 Installation log file "installActions_time_stamp.log"
