OWSM Policy Manager Connection Cannot Be Established After Non-SSL Port Disabled For Servers in a Domain (Doc ID 2408151.1)

Symptoms

The admin server and all managed servers have non-SSL ports disabled so only SSL ports are enabled.  Once this process has been undertaken, the OWSM policy manager appears to be still trying to connect to the server using t3 and not t3s. The following error is seen:
