On WLS 12.2.1.3.0 "<BEA-101360> <Recompiling JSP, because it is stale.>"

Symptoms

On : 12.2.1.3.0 version,  deploy a simple.JSP war containing a weblogic.xml with page-check-seconds set to 1. 

It is observed performance issue while accessing JSP because of JSP recompilation every time. Below message has been seen seen in log continuously.
