WFR Designer Returns Error "No Administrator rights for Database" when Exporting Users to the Database (Doc ID 2410883.1)

When attempting to export users to the database in Designer in the "Users, Groups and Roles" screen, the following message is returned:

Project Authentication
No Administrator rights for Database
