Error OUI-67073:LsInventorySession Failed when Running "opatch lsinventory" (Doc ID 2411143.1)

Symptoms

The OPatch command terminates with below error when running OPatch lsinventory command.

[SEVERE] OUI-67073:LsInventorySession failed: OPatch failed to locate Central Inventory.
Possible causes are:
The Central Inventory is corrupted
The oraInst.loc file specified is not valid.
