RACF ADV Bundle Patch - unable to start Pioneer with DEBUG=Y enabled (Doc ID 2411278.1)

ODM Issue Clarification:


  Debug Mode is not Starting.

Recreate Steps:
The issue can be reproduced with the following steps:

1). Start PIONEER with DEBUG=Y
2). Debugging does not start


 Most likely due to usage of earlier version of PIONEER PROCLIB that still has DEBUGOUT DD allocated
