Java Web Start (WebStart) Fails with General Exception when Running in SSL Mode

Symptoms
1. Forms 12.2.1.3.0 using JRE 8u171.
2. WebStart runs perfectly in non-SSL mode.
3. After enabling SSL on the OHS port, webstart fails with the following error:
Application Error
General Exception
Name: oracle.forms.engine.Main
ExitException: Unable to load resource:
http:/machine:<ssl_port>/forms/java/extensions.jnlp
