Is Startupgroup Configuration i.e "InitialHeapSize" Done Via WLST Used By Managed Server (Doc ID 2411774.1)

Goal

Wanted to get clarification about the usage and/or persistence of the StartupGroupConfig MBean parameters.

Using wlst and navigating to StartupGroupConfig/{ManagedServerName}StartupGroup some memory parameters can be modified using set() function

-rw- InitialHeapSize
-rw- MaxHeapSize
-rw- MaxPermSize
-rw- PermSize

Are the settings in startupgroup  the correct place to make these changes or are they overridden by setDomainEnv.sh ?
