Entitlement List Job Is Not Inserting The New Entitlements Into ENT_LIST Table (Doc ID 2412964.1)

Symptoms

On OIM 11.1.2.2.7:
When attempting to run Entitlement List job to refresh entitlements,
the following error occurs:

<Class/Method: tcEntitlementListLoad/getEntitlementForForm encounter some problems: Data Access Error>
<Class/Method: StatementUtil/setStatement encounter some problems: Dataset is not open
com.thortech.xl.dataaccess.tcDataSetException: Dataset is not open


The issue can be reproduced at will with the following steps:
1. Run the Entitlement List job
