SMTP Stuck Threads In OSB Servers (Doc ID 2413114.1)

Observed SMTP related stuck threads very frequently in OSB servers. Below is the error message; it is a generic message.

The following timeout parameter was previously added to managed server start up, but this did not help.
-Dmail.smtp.connectiontimeout=10000 -Dmail.smtp.timeout=10000
