Oracle HTTP Server Hangs when Accessing Application via Reverse Proxy Configuration

Symptoms
Using Oracle HTTP Server(OHS) as a reverse proxy to another OHS, the system hangs at indeterminate times. Restarting OHS resolves the issue. OHS Front-end is in an inconsistent state after the OHS Back-end temporarily stops responding.
The OHS log files have the following entries during the time of issue.

Changes
Periodically an external application called from the OHS back-end was restarted. After the restart, this application's requests were returned to the back-end and collapsed.
Restarted the OHS back-end and front-end although the problem was only in the back-end OHS.
