How do I restrict access to a StartMenu (new Asset) with a specific Flex Definition / Subtype (Doc ID 2413977.1)

Goal

We are looking into creating a role to restrict an asset subtype creation for given set of users.  The question is that our start menu is created for the asset type, and then on the "New" page the user selects the asset subtype (flex definition) from a list. Ideally what we would like is to keep the same behavior and then have WCS filter out the asset subtype combobox with only the subtypes that the user has access.

Is that possible ? Has it been done before ?
If so, will we need to customize this internal WCS page for asset creation ?
What I would like to avoid is to create start menus for all the allowed subtypes - hence keeping this 2 step approach is a must.
