How to Reset Webcenter Content: Records Installation (WCCREC/URM)

After enabling Records on 11g or 12c WCC instance or moving from Records installation type to another, it was observed that the records related "supplemental markings" column was dropped from the User DB table. We have tried disabling and enabling Records with restarts of the server multiple times without success, the missing Records column is not added back like expected.
Is it possible to force WCCREC into a "reset" state, so it will reinstall the missing Records column back into the Users DB table?
