On : 11.1.1.8.0 version, Conversion

ACTUAL BEHAVIOR
---------------
Using dynamic converter tag for conversion of files which includes english as well as non english content.
Non English content sometimes does not pick up encoding i.e. UTF-8 and hence shows special symbols instead of the text.
 

EXPECTED BEHAVIOR
-----------------------
The generated TIFF file should be same as original file

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload a document such that gets converted using DC in a content server installed in windows.
2. Once document is released, check the converted file in a SSXA application using wcm:dynamicConverter tag
