Failed to create a domain with both SOA and OSB to one managed server. (Doc ID 2419033.1)

Symptoms

When creating a domain with both SOA and OSB templates and set both OSB-MGD-SVRS-COMBINED and SOA-MGD-SVRS to one managed server, following error happens.

Step to reproduce
1. install SOA and OSB
2. create rcu
3. create domain of SOA and OSB
in managedServer, set following server-group

OSB-MGD-SVRS-COMBINED
SOA-MGD-SVRS

The result is following error.
