Symptoms
When using Tuxedo 12.2.2 VS2015 on Japanese Windows environment, some Tuxedo command messages garbled. For example, tmboot , tmadmin and etc.
Similar problem fixed with RP025 , but after applying patch , it still garbled.
Changes
The problem happen after Windows Update (KB4103718, Monthly Rollup May 2018)
