Symptoms

Unable to access Editioning views from another database user. Nothing happens when BASE_OBJECT is clicked and there is no empty window opened when try to open the view. The issue does not occur with other database objects (such as tables, views, packages, procedures). 

Scenario is complex to understand. To simplify, below test case can be used.
