Unable To Start the WebCenter Content: Imaging Managed Server After an Upgrade to 12.2.1.3.0

Symptoms

After a WebCenter Content: Imaging upgrade from 11.1.1.9 to 12.2.1.3.0, the Managed server is not starting.  The Admin server starts.  The following errors appear in the .log file:
