SSO User Incremental Reconciliation Creating the User in OIM but not the Account

In an integrated OIM/OAM 12c environment a new user is created in OUD
To bring the user into OIM we run the schedule job SSO User Incremental Reconciliation
The user is created in OIM
If we look at the recon events we can see the recon event associated to the SSOTrusted-for-SSOTarget that created the user in OIM
If we now look at the users account tab we will notice that there is not account which is not correct.
This is confirmed by looking at the recon event where we can see that the status is No User Match Found even if the recon rule condition is met.
