WFR Recognition Server is not Detecting Bar Codes on Images from Scan for ISIS

Symptoms
Bar codes are scanned in Scan for ISIS using Kodak scanner. In the past this was working, but it seems recently all scans from this workstation fail to detect bar codes when processed through Recognition Server. In the Recognition Server log it is showing:
***Error*** bar code PaymentsBarcode defined for searching external database is empty.
