Database Connection Fails With Oracle.ons.NoServersAvailable: Subscription Time Out From a WLS Datasource (Doc ID 2421344.1)

Symptoms

On : Thin JDBC driver

After upgrading WebLogic  from 12.2.1.2.180116 to 12.2.1.3.0 (CPU April), several business critical applications are unable to create a connection to a RAC Database.
Database Connection fails with oracle.ons.NoServersAvailable: Subscription time out

Patch 26045997 (“ENABLING DRIVER FAN WITHOUT RUNNING ONS DAEMONS CAUSES CONNECT REQUEST ERROR”) was applied.

Afterwards the connection seems to work, but the error still exists:
