JMS Message Count is Much Higher than the Actual Number of Messages in the System (Doc ID 2421529.1)

JMS Migratable Servers are reporting incorrect message counts for quota. The following error is seen in the logs:

Once receiving these quota errors, all message flow to the destinations on that particular Migratable Server stops, resulting in an outage.
