After setting up a simple email rule/notification based on
Doc ID 1560822.1 How To Setup A Simple Email Rule Notification For GoldenGate Targets Down or Abended In OEM 12c or OEM 13c?

Email notifications are not being received.

Under OEM -> Incident Manager
we can see the notification but the email is never received
