"sh: xxxx/oracle.jre/jdk/jre/bin/java: Permission denied" Error When Installing Forms and Reports 12c (Doc ID 2423966.1)

Symptoms

When attempting to install Forms/Reports version 12.2.1.3 using the fmw_12.2.1.3.0_fr_linux64.bin file, the following error occurs.

$ ./fmw_12.2.1.3.0_fr_linux64.bin
sh: xxx/oracle.jre/jdk/jre/bin/java: Permission denied
ERROR: Installer execution failed (126).

The issue can be reproduced at will with the following steps:
1. Login to the Linux server.
2. Go to the stage directory where Forms and Reports was downloaded.
3. Execute the following command which error out right away:

$ ./fmw_12.2.1.3.0_fr_linux64.bin
sh: xxx/oracle.jre/jdk/jre/bin/java: Permission denied
ERROR: Installer execution failed (126).
