Weblogic.version Doesn't Show The List Of Patches Applied (Doc ID 2424052.1)

Symptoms

WLS PSU 12.2.1.3.180116 has been applied successfully using Opatch. The patch inventory has been verified using "opatch lsinventory". However, the "weblogic.version" command doesn't show the list of patches.  

Following the instructions from doc link https://docs.oracle.com/middleware/12213/wls/WLUPG/intro.htm#WLUPG107. 

Please refer the topic "Obtaining a List of Applied Patches"
As per the doc link, one can retrieve the patch list using the following command:
java -classpath wlserver/server/lib/weblogic.jar weblogic.version
