WSDL Cannot Be Retrieved - Intermittently (Doc ID 2424297.1)

Goal

In an upgraded SOA 12.2.1.3 environment, Web service invocations fail randomly. After closer investigation, can notice several nodes in the cluster failed to load the WSDLs of a composite's endpoints. Their applications depend on the WSDLs available for download at runtime and cannot easily be changed. Also inter-composite communication is affected when the problem occurs.

This is an intermittent issue and is not reproducible. The problem can be confirmed by trying to access the WSDL of the affected composites in a browser.

As a workaround, it can be  fixed  by restarting the erroneous node.  The workaround may not be feasible in Production environment.
