SAAJ 1.1 Not Supported Exception After Applying WebLogic Apr PSU Patch (Doc ID 2424335.1)

Symptoms

Application with SAAJ 1.3 implementation is failed to execute due to  exception "SAAJ 1.1 not supported" after applying WebLogic 2018 Apr PSU patch 10.3.6.0.180417. The application method call “soapPart.setContent()” cannot set the String value to Soap message. 

When retrieving the body message, it return default value.
