On : 11.1.1.9.0 version, Content Server

ACTUAL BEHAVIOR
---------------
When updating content (not checkout/checkin) with a metadata only file the filename does not change.
A checkout/checkin works fine.

EXPECTED BEHAVIOR

When updating content (not checkout/checkin) with a metadata only file the filename to change.
A checkout/checkin works fine.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Metadata only checkin into a folder as initial revision
2. Update with checkin option.  A file is checked in.
3. Observe filename doesn't change.  The filename remains [contentid].[new format]
