Goldengate Monitor Agent Fails To Start After Applying Patch 26982776 (Doc ID 2427118.1)

Symptoms

 Customer gets connection refused error after applying patch 26982776. When  customer rolls back the patch Monitor agent works fine.

 ogg_agent.log log has below error :

[com.oracle.goldengate.jmx.cmd.impl.ggsci.GGSCIWrapper] [tid: main] [ecid: 0000M8^Nl7L7IB45rV_AiY1QeGsP000001,0] WARNING:: Timeout occurred while
reading ggsci output stream for command: ''. The command is submitted successfully to ggsci, though.
