Refresh Role Memberships Not Adding Role Back To User That Got It Removed

Information in this document applies to any platform.
A role is created with a rule membership like for example State = 'FL'
A User is created with his attribute State = 'FL' matching the role's rule membership
The Refresh Role Membership is run
and the role is added to the user
The role is now removed from the user
The Refresh Role Membership is run again to add the role back to the user (rule membership match)
however the role is not added back to the user
