Queued Batches from WEC Client While Commit Processor is Offline are Not Processed when the Commit Processor is Back Online (Doc ID 2428957.1)

Symptoms

When a batch is released from the client with the Commit Processor offline, the job will be queued when the processor is back online.  This is noted in the Log when the Logger oracle.odc.batchprocessor.BatchProcessorBean is set to "FINE".
