Identity And Sysadmin Consoles are not Available with Errors in the Log Showing "Failed to initialize the application" and "Unresolved application library" (Doc ID 2429332.1)

After patching the OIG or later or OIM or later, followed the steps in "Updating Oracle Identity Governance Web Applications", restarted the OIG server, following OIG system applications/libraries went to the Prepared state:

    oracle.iam.console.identity.self-service.ear (V2.0)
    oracle.iam.console.identity.sysadmin.ear (V2.0)

The following Error (or similar) can be found in the OIG server log:


A similar issue on startup may also occur without having applied any patches.
