Exalogic: Exabr ib-register Command On IB Switches Failing With "Error: partition key <Pkey> does not exist on the Infiniband fabric" Errors (Doc ID 2429383.1)

Symptoms

In Exalogic racks, after the IB Switch replacement running exabr ib-register command as follows to add the new IB Switch Port GUIDs to EoIB partition as full membership fails.

Manually running smpartition add commands to add new Switch GUIDs to EoIB partitions also fail with same error "Error: partition key <pkey> does not exist on the Infiniband fabric".
