12.2.1.3 Upgrade Reconfiguration Wizard Fails CFGFK-64254 WSM-26325 ReleaseId Mapping for a Given Release Version 11.1.1.9.7 is Not Found (Doc ID 2429593.1)

Symptoms

Upgrading from 11.1.1.9 to 12.2.1.3 and running into errors during the Fusion Middleware Reconfiguration Wizard step 13 of 14 during OWSM Processing.

Errors seen are:

CFGFK-64254: Error occurred in "OWSM Processing" phase execution
Encountered error: java.text.ParseException: WSM-26325 : ReleaseId mapping for a given release version "11.1.1.9.7" is not found.

All other steps reported success up to this point.
