Application Domain entry is missing post upgrading OAM from 11.1.2.1 to 11.1.2.3 (Doc ID 2430118.1)

Symptoms

On : 11.1.2.3.171017 version, Configuration Service

ACTUAL BEHAVIOR
---------------
Upgraded OAM from 11.1.2.1 to 11.1.2.3, post upgrade, application domain which was presently previously is not seen in the UI. Getting error when tried to create another  application domain with same name.

EXPECTED BEHAVIOR
-----------------------
Application domain should be visible even after upgrade.

STEPS
-----------------------
The issue can be reproduced at will with following steps post upgrading OAM from 11.1.2.1 to 11.1.2.3  by below steps :
1. Login to OAM console & navigate to Application Domains -

2. Query/Search for the application domain that was existing. Result will be blank.

3. Try creating a new application domain with similar name & system will error out stating the application domain is already present
