Is it Required to Update Oracle Fusion Middleware Homes with Oracle Database Patches?

Oracle Database CLIENT components are included as one of the supporting components for some Oracle Fusion Middleware (FMW) homes - Oracle Forms & Reports, Oracle Internet Directory, Oracle HTTP Server, and Oracle Traffic Director distributions. These products may be installed by default with Oracle Database patches listed in the Inventory.

The question is: Is it required to maintain these components? Or, when is another Oracle Database patch required?
