On : OUD version with EUS

Registering 12.2 database with OUD fails with SSL error

dbca -silent -configureDatabase -sourceDB $DB_HOST -sysDBAUserName sys -sysDBAPassword $SYS_DB_PWD -registerWithDirService true -dirServiceUserName "cn=eusadmin,cn=oracleContext" -dirServicePassword $PASSWD -walletPassword $PASSWD

[FATAL] [DBT-08003] Unable to establish connection with the directory server.
  CAUSE: Unknown error occurred while trying to access the directory service using the user distinguished name ({0}).
  ACTION: Verify the directory service credentials and the correctness of the configuration file (ldap.ora).

[FATAL] [DBT-08003]

The issue can be reproduced at will with the following steps:
1. Registering 12.2 database with OUD
2. fails with SSL error

The issue has the following business impact:
Due to this issue, users cannot register DB with OUD.
