WebCenter Portal Not Showing Documents Under Tools and Services for a Portal (Doc ID 2433611.1)

Symptoms

There is no "Documents" option when going to Tools and Services for a WebCenter Portal.
This is a new installation of both WebCenter Content (WCC) and WebCenter Portal (WCP).
WebCenter Content and WebCenter Portal are in different domains and on different hosts.
