RCU Fails: Invalid username/password (Doc ID 2433985.1)

Symptoms

Running a 12c Fusion Middleware Oracle Home/oracle_common/bin/rcu against a 12.2 Database results in the following error in the /tmp/RCU<Date TimeStamp>/logs/rcu.log:

The resulting Repository Creation Utility Step 8 of 8 shows Oracle Platform Security Services and Audit Services schema creation failed:

Changes

 The database parameter, sec_case_sensitive_logon, was set to false prior to running RCU.
