Symptoms

After Upgrading to Webcenter Content 12.2.1.3, The following error occurs when trying to view MS Office 2010 excel files.

"Certificate error: The application experienced an internal error loading the SSL libraries."

This currently works without issues on Webcenter Content 11.1.1.9.
