Windows WebLogic Server Domain Shortcuts Are Not Created in 12.1.2 and later

Symptoms
After creating a WebLogic domain using config.cmd in Windows, no Windows start menu shortcuts are created. The following shortcuts were expected:
- Start Weblogic AdminServer
- Stop Weblogic AdminServer
- Start Managed Server (if MS configured)
- Stop Managed Server (if MS configured)
- Start Node Manager
- Stop Node Manager
