Coherence Federated Cache cannot sync data that has already been synchronized

Symptoms
Build an active-active mode Coherence Federation Cache with ClusterA and ClusterB, ClusterA will synchronize cache data to ClusterB when put cache data to ClusterA. But, If all members of ClusterB shutdown during put cache data to ClusterA, and then startup ClusterB members, ClusterA will just synchronize cache data that after ClusterB member startup, those data that has already been synchronized before ClusterB shutdown will not synchronize anymore automatically. This will cause Federation Cache have different data between 2 participant Clusters.
