OWSM Policy Detached from ESSWebService after ESS Server Restart (Doc ID 2435782.1)

Symptoms

The oracle/wss_username_token_service_policy policy attached to ESSWebService is detached after the ESS server is restarted. This happens with <patch 25830131> applied.

EXPECTED BEHAVIOR
-----------------------
<Patch 25830131> is expected to resolve the policy detachment issue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Check the binding excerpt from the WSDL:

http://<HOSTNAME>.<DOMAINNAME>:port/ess/esswebservice?wsdl

Policy has been removed.

11) Now apply <patch 25830131>.
12) Add policy again and confirm it is attached.
13) Restart the ESS server.
14) Refresh the WSDL and check the binding excerpt again. Policy has been removed. The patch does not help.
