Custom OWSM Policies Not Visible In SBConsole Or JDeveloper (Doc ID 2436882.1)

Goal

Created a custom policy. The Java code and other pieces are on the classpath and the policy has been imported.

In EM the custom policy can be seen as expected.

However while trying to link the policy through JDeveloper to a REST service, it is not available.

JDeveloper has been configured to get the policies from the application server.

While trying to attach the policy through the OSB console, the custom policy is also not available.
