Symptoms
Per Patch Set Update (PSU) Release Listing for Oracle WebLogic Server (WLS) (<Note 1470197.1>), it shows that the July PSU 12.2.1.3.180717 includes the fix for <Bug 25800186>:
However, after upgrade to the WebLogic July PSU 12.2.1.3.180717, issue still persists. This issue also exists in the WebLogic April PSU 12.2.1.3.180417.
